It seems that many ISPs do not configure Microsoft Outlook.  If your ISP does not configure Microsoft Outlook, your e-mail will not be delivered to the intended recipient, but will remain in your Microsoft Outlook out box.

You can determine if it is properly configured by opening Microsoft Outlook by clicking on start/all programs/Microsoft Outlook and locating the out box.  Or, your can open Outlook by clicking on the desired e-mail address, and adding your own e-mail address to the “to:” line,  You will need to insert a comma after the e-mail address which appears.  If you don’t get the e-mail you write, your ISP does not have Microsoft Outlook configured.  Contact your ISP
